An agreement between Great Britain and Russia for the maintenance of the status quo in the Far East and establishing other guarantees of peace, has l»eon signed by the contracting parties.
LONDON, September 2. Referring to the Anglo-Russian agreement the “ Times ” hopes it will prove a most important instrument for securing the peace of the world. The general tenor of the Russian press is favorable. The “Daily Chronicle” says that a section of the Liberal party view the agreement with some apprehension. The treaty will be published when ratifications have been exchanged.
VIENNA, September 2. Professor Armiuius . Vambery contributes to the “NeucFrie I’resse ” a strong criticism of the Anglo-Russian agreement. He doubts if it will remove existing rivalry or ensure a peaceful future for Asia. Though he considers it possible to reach an understanding regarding Persia and Tibet, he takes a pessimistic view with regard to obtaining. a - reliable guarantee concerning Afghanistan,

The “ Daily Mail ” states that the War Offico after two years’ seerot experiments have built an airship approaching the type of tlm French “ La Patric.” The new vessel has a sausage shaped balloon eight feet by thirty, and both planes and fan propellers are used for direction propulsion. It is believed that the petrol motor shows a great advance upon the French and German engines. The airship will bo floated at Aldershot in the course of the next fortnight.

Bishop Thornton deprecates the social and religious boycott of the deceased wife’s sister marriages. Since tlio oilier ninety-nine parts of the Empire have recognised such marriages, said the Bishop, Great Britain should do so too.

Another'case of horse mutilation has occurred on the scene of the former horrors at Great Wyrley, Staffordshire, in connection with which George Edalii, solicitor, was imprisoned, but subsequently released. The repairs to the first-class battleship Commonwealth, which grounded off Lainlash, Scotland, last week, will occupy several months. One hundred feet of the vessel’s bottom on the starboard side has been seriously damaged and the plates badly dented. The .frame has been completely forced through the ship.

THE HAGUE, Septemlier 2.
The committee of the Hague I’race Conference lias approved of the preliminary agreement regulating the use of submarine mines. Tlio leading Powers' aro making important reservations showing grave differences on points of vital importance. Germany, Russia and France refuse to agree to the procautions and modifications which Great Britain and Japan consider imperative. It is possible that the United States will take the same attitude.
