INTERPRETATION OF WORD “DEMOCRACY” London, Nov. 29. The difficulties between Russia and the Western Powers has arisen largely over the interpretation of the word “democracy,” says Mr Philips Price, M.P., in the “Manchester Guardian” in an article cabled from Moscow. Mr Price says Russian foreign policy is based on the one idea of its own future security and peace in eastern Europe. The Russian will not therefore tolerate in bordering countries the existence of any parties which are pro-Fascist or could be suspected of being anti-Rus-sian. As a result border countries such as Poland are developing a form of democracy in which they permit more than one party but will not permit any parties not favoured by Russia. Mr Price says: “To do justice to Russia, the Government does not insist on exporting its own system and is not attempting to enforce Communism on her neighbours but is exercising influence virtually proscribing parties such as the Polish National Democrats. We must rely largely on Russian goodwill to secure that the elections are as fair is possible.
