CHARTER RATIFIED
UNITED STATES SENATE ONLY TWO DISSENTIENTS New York, July 29. The Senate has ratified the United Nations Charter by 89 votes to 2. Senators Langcr and Shipstead, Republicans, were the opponents. Fif-ty-three Democrats, 35 Republicans and Senator La Toilette (Progressive) affirmed it. The White House has released a statement by President Truman: “It is deeply gratifying that the Senate has ratified the Charter by virtually a unanimous vote. The Senate’s action substantially advances the cause of world peace.” President Truman sent a message to Congress that he intends to ask both Houses to approve by a simple majority vote the use of United Stages military forces oy the United Nations Security Council, says the “New York Times” Washington correspondent. During the past week's Charter debate some senators argued that the placing of forces at the disposal of the Security Council should be decided by a treaty requiring a two-thirds vote of the Senate, but President Truman is understood to have cabled from Potsdam a decision to send the military agreements to Congress for a joint resolution.
