WORLD SECURITY ORGANISATION
VIEWS OF THE SOVIET (Rec. 11 a.m.) London, Aug. 16. It is stated that the Russian Ambassador in London has communicated to the Foreign Office a memorandum giving the Soviet’s broad views on the proposed world organisation for security. The main principles of the document are identical in notes already exchanged between Britain, the United States and the Soviet. A full examination of the memorandum has not been completed but it is known the Soviet favours a wider spread of responsibility among all nations, large and small, for the maintenance of peace.
