GIRAUD RELINQUISHES POST

Algiers, April 16. Without ceremony to-day General Giraud relinquished his post of Com-mander-in-Chief of the French Army. General Bethouard. whom General de Gaulle appointed Chief of Staff, will occupy General Giraud’s headquarters. General Giraud’s friends believe' he has planned to live in retirement in Britain or America.
