EXPLANATION OF POLICY London, April 13. Sir Richard Acland, parliamentary leader of the Common Wealth Party, in an address to the Overseas Empire Correspondents’ Association, said: “Our main trouble is to make the people realise we really mean what we say. We believe in abolishing the present system, not altering it. We don’t believe in public control of private industry.
