WATER RETICULATION SCHEME BOARD’S PRELIMINARY ARRANGEMENTS OUTLINED BY CHAIRMAN For some time the Tahunanui Town I Board has been carrying out the preliminary arrangements for water reticulation in Tahunanui. but up to the present time all discussion on the matter has taken place in committee. At last evening’s meeting, however, it was decided to make the matter public and i show ratepayers the position at the pre- ! sent time. The following statement was made by the chairman, Mr C. H. Chamberlain.— “At a special meeting of the Board held on the 23rd Feb. plans were submitted embodying the proposed water reticulation of this district. Plans were submitted also of a sewerage scheme which were prepared at the request of the Loans Board, it being made plain by them that the matter should receive attention. “Some time ago plans, together with proposals and data connected with the proposed water reticulation scheme for Tahunanui, were submitted to the Loans Board for their consideration and approval. In a letter later received from the Loans Board objection to the j use of Sin mains as submitted by us ! was made, being considered inadequate,! especially for fire fighting services. In- \ eluded was a request also that the mat- ! ter of sewerage disposal following the j advent of water to the district should [ receive our attention. “We have endeavoured to carry out I the desires expressed and have kept the two schemes entirely separate. “As the plan for water reticulation as submitted was returned to the Board for revision, advantage has been taken by your Board of the services of a resident civil engineer to plan the needs of Tahunanui, not only for to-day, but to plan for the needs of a fully developed township, especially in the matter of main lines of service reticulation. “This has entailed on the part of the engineer extensive investigations, covering the possibilities of future settlement, in area, present and future roading. ultimate population and to determine the amount of water necessary under all conditions to meet the needs of the fully developed district for the services of household water supply, fire service, and sanitary drainage. “A detailed plan has been prepared as requested by the Loans Board for a sewerage scheme, together with the means assumed to be employed for its* ultimate disposal. When the estimated cost is ascertained it is proposed to forward a covering letter with the plan, as will be mentioned later. “Having now covered the main points of these proposals, it is suggested that on completion of further data the plans, etc., be forwarded to the Loans Board, together with a covering letter indicating the added proposition of expenditure above reticulation that is an annual charge, being our proportion of cost to the headworks as arranged between the three outside local bodies and the Nelson City Council “We suggest that the Loans Board be asked to expedite the approval or otherwise of the Tahunanui water reticulation scheme, as under the agreement entered into between the local bodies, the annual charge to commence when the Roding River water is available to each local body. If the local body is not in a position to take the water when available the annual charge is still made. “It is proposed to explain in the Board’s covering letter to the Loans Board that in a proposed sewerage scheme commenced at the present stage, certain difficulties would present themselves and other than frequent flushing of the sewers, the density of population and the length of sewers is not sufficient to function such a service effectively. We would request that on receipt from the engineer of his estimated costs of the works, the Town Clerk be asked to ascertain the rate necessary to meet the proposed water rate, and also the rate that sewerage would entail.”
