The third Soviet five-year plan embodies special efforts to increase Russia’s ability to carry on a prolonged war. Tens of thousands of •mall factories are being built to rcple.ce mass-production method, and local food and raw material resources are being: developed to the utmost. An oil base is being prepared between the Ural mountains and the Volga, where it is less vulnerable to attack than at Baku. Oil and coal resources are also lo be ensured for the Far Eastern Army. Thousands of miles
of railway are being built and 5000 miles of existing lines are being doubletracked.
In addition, 130,000 miles of road will be built or reconstructed by 1942. Warehouse accommodation is being provided for 10,000,000 tons of food.
