Mr Malcolm MacDonald, Dominions' Secretary, in the House of Commons announced an agreement between the British Government and General Hertzog, Prime Minister, to establish a joint advisory conference to study opportunities for co-operation between the Union Government and the High Commissioner for the Territories. In the meantifpe the Union Government Will prepare a memorandum setting out the conditions under which the territories will be governed if transferred to the Union.
