GERMAN POLICY OF POLITICAL EXPANSION (United Press Association -By Electric Telegraph—Copy right I LONDON. 27th March. The Istanbul correspondent of the “Daily Telegraph” states that reports from Berlin that Herr von Papen, former Ambassador to Austria, will be appointed Ambassador to Turkey are regarded as an indication that Germany is giving impetus to her policy of political expansion ir the Balkans and the Near East, but it is believed that Turkey is too proud of her independence to become the tool of any Power.
