CORRESPONDENCE The Advance Nelson Association advised as to the result of the representations made to the Postmaster. General in Nelson recently. The Cawllnon Institute had forwarded a supply of gorse seed-weevil. Councillor Taylor reported that in company with the clerk lie had liberated the supply at the junction of Swamp and Knileriteri roads. It is hoped to propagate from this colony to other portions of the dislrivt next spring. Messrs Magiimily, Sun and Sarnual, asked for the sealed certificate verifying the council's resolution taking certain land in the Recreation Reserve for the purpose of Limestone road. The clerk reported that the certificate had been forwarded.
The Marine Department, Nelson, forwarded a copy of the Order-iu-Couueil vesting the management of the Collingwood Wharf (Ricketts Bros.’ site) in the council for a further 14 years term.
Messrs Pitt and .Moore urged the council to expediate legalisation of the road connecting Rockville and Kailuna. The chairman was asked lo interview the property owner concerned with a view to reaching finality in the matter. Mr A. 11. Eieleher stated that he had been in contact with the secretary of the Nelson Acclimatisation Society in regard t<i a supply of trout-fry for liberation in llie local streams. A supply is to he ohlained and liberated in the river at three points: behind Swamp road, at the Pali Grossing and above W. Basil’s, Rockville. 11 ;■ in iiiuik I and McArthur Ltd., forwarded a cheque for T 9 being part profits of the “All for Me” Art Union, for the relief of local (listless.
A petition was received from ratepayers of the Weslhaveii Riding praying that the gale across the Palurau road he removed ancl the road fenced. The council considered that at llie present time il, was unable to meet the heavy expense that would be involved; consequently the mailer was held over. The secretary, Collingwood Returned Soldiers’ Association drew the councils attention lo the neglected appearance of the two “monuments” in the street and suggested that when the council acquired laud for the purposes of a Rest Room and,or Public Library that sufficient be obtained for transferring these monuments and for Lhe provisions of lawns, etc. The association offered its fullest assistance and co-operation in these projected amenities. Tins matter was held in abeyance pending more definite arrangements in regard lo the proposals. The Health Inspector submitted bis report for the period ended 30th September stating that there had been one case ot infantile paralysis and one of pulmonary tuberculosis. The Public Halls had all
been inspected and the secretaries informed where necessary of the requirements to, be met before registration could bo grunted. Extensive alterations were required at the Collingwood 11 aII but this matter bad been left over until definite arrangements were made with Picture Theatres Ltd. No objection would be raised to the application for conversion of a.i existing building into a beauty parlour provided the owners carried out the necessary repairs and improvements recommended by the county engineer. The ranger reported that during the month five cows had been impounded and four hawkers bad been interviewed, each
paying a fee. The Nel.son I'roviucial Centennial Committee forwarded a report on the proposals in regard to the establishment of an Early Settlers .Memorial Museum, Counlillors expressed the opinion that this council was 100 far removed from Nelson to have any great interest in the project,
and considered that the council should I not he called upon to subscribe towards! the cost of its establishment, rather that! they should devote their energies towards! some fitting local object.
The Public Works Estimates for the year 1937-38 wore placed before the meeting. The clerk was instructed to convey to the Hon. .Minister of Public Works and to .Mr K. J. Jlolyonke M.P. the thanks of the council for the amounts authorised within the county.
The engineer s report for the mouth of September was read, discussed and adopted. Arising out of the report it was resolved that the engineer be instiuctcd lo use pressure—under the Drainage Actio force the millers concerned to clear tree-limbs from Snake Creek and that they be required to repair the overhead bridge immediately. (I EXE HAL BUSINESS Councillor kergusou asked as to what the council intended doing in regard to the council’s stock paddock at I’akawau. The engineer was instructed to investigate I he possibility of obtaining a small grant. The engineer reported that the grader could work on (he Dry road—provided the weather was line. lie asked as to the position m regard to the engineering survey of Limestone road extension. The matter was held over pending an interview with ihc local Public Works engineer. 'The engineer staled that .Mr X. \\. Xerimgeour desired a "driving” track. The Councillors expressed the opinion that it was a matter for agreement between .Mr Scrimgeour and the adjoining property owner. Councillor Taylor asked when the grading of the Rockville by-roads would be undertaken. This work was already authorised on the return of the grader from litiiilli;iin. The chairman, Councillor Taylor, together with the county engineer were asked to interview .Messrs E. W. Field and A. G. Skillou regarding the diversion of the stream into its old channel, thus iloing away with one bridge on Mucky's Pass road. The engineer was instructed'to prepare estimates for the next meeting as to gravel required for the C'ollingwood-Bain-ham Highway. Councillor bkilluu asked as to what progress was being made with the Upper Aorcre road survey. The engineer staled
that he was already, engaged on the [dans. The engineer wr,s instructed to make application lo the Mines Department for a grant towards tiie cost el erecting a small jsuspension bridge, replacing llie cage at Upper Aorere Councillor Ski It on reported that the hanging bolts on the Bainliam suspension bridge required replacing. The engineer is to carry out all necessary work.
Councillor Marsh slated that, work should he done at the moiilli of the cub
vert near Hope Harvey's, Pakawau. The engineer is to inspect the, site. Tile engineer reported that Mr E. \Y. l'illeul was offering land, gravel and ashes free for the purpose of straightening the main road near North Cape, provided the council erected a fence on the inland side. Mr i'iiieiil is to be thanked for
his kind offer and the engineer was in structcd lo carry out a survey of the pro
posed deviation. llie chairman stated that Mr \Y. Lash was offering lo assist with the labour, day for day, in making a turning-place near his cream-stand, The engineer was luuthorised to inspect lhe. site, with power to act.
The engineer stated that representations had been made to him in regard to certain alterations desirable on Pomeroy’s road work. It was decided that the councillors should visit the site.
A schedule setting out the proposed new rates of truck hire by the Nelson Association was presented bv the. engineer. After a discussion as (o the rates and also (lie principles involved the council decided not to sign the document. MOUNT BURNETT ROAD Mr A. J. Evans waited on the council and asked if the council would consider increasing its grant of a maximum of £BO to a one-third share of the total cost of constructing the access road. The council decided to adhere Lo its original oiler of one-third share up to £BO.
The clerk submitted his financial state menl for the half-year ended 3Glh September, as compared with the estimated receipts and payments for the whole year. The bank overdraft stood at £1834 18s lOd hut a number of exceptional items of receipts were outstanding viz., unemployment refunds £282 11s Id, highways refunds £521 14s, Government grants' £24 17s 3d. rate subsidies £324, rents £4O, a total of £1693 2s 9d. The major portion of these amounts should be to hand tit any time so Unit the net debit was approximately £l4O only. Viewed in this light the council's financial position could he consideied fairly satisfactory. The clerk submitted the statements of accounts lor the years ended 31st .Match 136 and 1937. They were read, discussed and adopted. 'Lite clerk (Mr I), l’olglase) had tendered to the chairman his resignation, such to take effect as from 24th October. His resignation was accepted with regret lmt councillors congratulated him on his new appointment, and wished him every success in his future career. Eulogistic reference was .made to the work accomplish erl by Mr Polgluse during his short term of office with the council. The chairman's action in culling applications for the vacancy was endorsed. Out or 16 aplicaiits Mr •!. A. H. Walker, at present on the staff of the Southland County Council,, was appointed to the position. (Since the meeting Mr Walker has advised the council of his inability to accept the position and Mr E. O'Connor was selected to lill the vacancy.) The next council meeting was for 6th November. T'lte clerk presented flic annual balance sheet for the year ended 3Cth September 1937. Owing t-o considerable recurring sand trouble the board had had a difficult financial year, a net loss of £lsl 14s lid being experienced alter capitalising harbour improvements of 1167 13s Cd. Allowance wtis made for loan redemption of 1143 18s 5d and depreciation of £129. The balance sheet was adopted. COUNTV ENGINEER'S REPORT The tractor and grader went over the Puponga Mam mail early in the month and then worked their way back over the Pakawat: highway to Collingwood. Since their they operated on the Rich-niond-Colliiigwood State Highway as far as the Takaka County houndary. The riding road to the Onekaka W barf was gone over also the Para para Paint Works road and the road to the beat'll near Councillor Bishops. The machines are now on their way to llaiiihum, hut when the Bonny Doon is leached a few days will he lost whilst the tractor goes into Hughes’ Garage, for repairs authorised some time ago. The grader will have two wheels re-shod at the same time. A start has hen made with the contract for the formation and metalling ol , Pomeroy’s road at Bainham. Also the contractor for the erection of the small bridge on Macky's Pass road has got. his shed on to the site and appears to be getting ready to commence operations. The recent very high spring tides swept into the sea-wall on the Colling-wood-l’akawati Highway, near Eergtibun’s, and Doilson-Sniith s, and did a god deal of damage. It also eroded the Puponga Main road in a few places and

Large concrete pipes have hen (aided 10 the sihiill creek near Mr Dave Davis’ on the Collingwood-I’akawau Highway. It 11 intended to use two of these pipes side b 7 side with concrete inlet and outlet. On
account of the angle of the creek, the culvert will need to he long to allow of a fair load width.
Snake Creel: at Mangurukau. which is at present a mass of fallen trees, treetops and branches." rcipiircs clearing out. A quantity of flic fallen trees require ro(piire culling and burning. The Timber Company does not appear to have done milch to keep the creek and its surroundings clear, so it. would appear lo me as if the Land Drainage Act will need to lie invoked. The old tramway overhead bridge requires new stringers pulling in it at. once as the carters are .somewhat afraid of it now. The responsibility is of course will] the Bcnura Timber Company who i e-opoiicd the train-line after it had been filled in by the county Tim I’.W.D. have filled up sois'e of the swamps, placed stones on the lop edges and put in a number of concrete culverts. Water is still over one of them—tin. smaller swamp near the Mill road junction. It is a pity that this one could not he filled in also.

Thc Mount Burnell road construction and metalling has been progressing during: the month, most of the men employed being subsidised men, principally from L’liponga. Two lorries have been engaged off and on with the gravel carting (travel lias been procured from the river m the Deriilown bridge hut to keep the work going ahead as much as possible during high tides metal has been carted from near Colingwood Cemeter.y Almost the whole of t lie road has been formed and metal is now as far up as the miners’ tramline to the present bins. I expect the tramline will he pulled up in a couple ol days. The whole road is eight chains longer than estimated, being 54 instead of 46 chains in length, so probably eight chains is on Crown hands beyond Allan's boundary. Probably the estimated cost
will he somewhat exceeded, although only one lorry will he used if the metal can he profitably obtained from Allan s pit, which will lie tried out on Monday or Tuesday next.
.Application has been made for the subside to the unemployed men to be engaged.on the work of widening the W iiarariki road but so far no word has been received.
Grader spoil and stones have been removed from the sides of the road at L’ainhnm. A commencement has been made with the work of widening and straightening the (.'ollingwood-Bainhani highway at Woolf s, and at the corner near Jamissou’s road junction part of the hank will be lowered to permit ol a better view ol the road ahead.
