CIVIC AFFAIRS

NELSON CITY COUNCIL THE FORTNIGHTLY MEETING CORRESPONDENCE AND REPORTS The fortnightly meeting of the Nelson. City Council held in the Council Chambers last evening was attended by the Mayor (Mr G. L. Page), Councillors E. R. Neale, J. Fitz-Gerald, J. Glasgow, L. C. Pettit, S. A. Gibbs. H. G. B. Hurst, S. McArthur, G. P. Russell and J. A. Harley. PAYMENTS The following payments from the various accounts were authorised: —

CORRESPONDENCE Mr C. J. Du Flou applied for permission to hold a charity concert in the State Theatre on Sunday evening next. The request was granted. Mr J. G. Ingram asked for an opportunity of submitting a suggestion as to the car parking problem. The Transport Committee will meet Mr Ingram on the matter. The Nelson Children’s Health Camp Association appealed for a donation. It was decided to reply that the Council had decided to use the Health Stamps for one month. The Nelson Amateur Swimming Club suggested that the Baths fce opened on the 17th October, and that the Ladies’ and Men’s Clubs hold an opening event on that day. It was decided that the request be granted. The Whakarewa School Trust Board invited members of the Council to the opening of the new orphanage on the 31st October. The board is to be thanked for the invitation and to be informed that the Council will be represented. The captain of the Nelson Croquet Club asked that some definite arrangements be made as to the leasing of the croquet lawns in Halifax street. The Engineer reported that the ground would not be ready for play until this time next year.

It was decided that the Reserves Committee report on the matter. Mr T. F. Dee drew attention to the condition of Halifax street and asking that it be tar sealed. It was decided that the tarring of the street be proceeded with in its turn during the present season. The Engineer stated that the potholes had been attended to.

The Nelson Fire Board drew attention to the accumulation of stormwater at the Fire Station. It was decided that the water table be graded so as to carry off the water. Mr H. O. Livick asked that the Council take action to abate a nuisance created by a chimney on the property adjoining his in Mount street.

It was reported that the Council could do nothing in the matter and that the Municipal solicitor had advised that in such cases the person affected should seek an injunction. It was decided to reply in those terms. Mr J. Ryder asked that the Council

re-ccnsidcr its former decision refusing him permission to install a septic tank on his property adjacent to the pumping station at Hanby Park. Mr F. H. Sharland supported Mr Ryder’s application for a building permit. The matter was referred to the Works Committee to inspect and report. Messrs S. Kirkpatrick and Co. Ltd. wrote offering land for the purpose of a new road from Wellington street, offering to pay half cost, up to a limit of £l5O, of covering the ditch in Vanguard street, and expressing satisf.ic- j tion that the matter of improved : water supply to the factory was re- j ceiving attention. It was decided that the two offers I be accepted and that the company be thanked for its co-operation. The Municipal Association advised that remits for the conference to be held in TimarU on .oth March next should be forwarded not later than the 21st November. The matter was referred to the Bylaws Committee. The Westport Borough Council advised that it supported the Council’s I protest against the neglect of the Nel- | son-West Coast district on the part of I the Tourist Department. | The Commissioner of Transport forwarded for consideration and sugges- 1 tions a copy of the Draft Traffic Re- ' gulations. 1936. 1 Mr F. I. Ledger, surveyor, applied ( for approval of a plan of subdivision 1 for the executors of the estate of the f late Jane Dickson. The application 1 was approved. I

Mr Ledger applied for approval of a plan of subdivision for the estate of the late J. J. Ricketts. The application was approved. Mr C. M Hoult, surveyor, applied for approval of a plan for subdivision for Mr E. A. Scott. The application was approved.

Mr Hoult applied for approval of a plan of subdivision for Mr S. G. Pascoe. Consideration was deferred in the meantime.

The Tramping Club advised that Miss Richardson was willing to sell 70 acres of bush land on the Maitai side of the Fringe Hill. It was decided to reply that as most of the land was not of value to the city water supply the Council could not entertain the purchase. It was further decided that the Engineer ascertain the area of bush area in that locality, which forms part of the Roding watershed.

REPORTS ELECTRICITY COMMITTEE A meeting of the Electricity Committee held on Thursday, Ist October, was attended bv Councillor Gibbs (chairman), the Mayor, Councillors Neale, Hurst and Fitz-Gerald. The committee reported and recommended as follows: As to the letter from the Nelson Harbour Board asking for a reduction in charges for current: That the Board be informed that the Council cannot make any reduction. A.s to the charge made to the Waimea Electric Power Board for bulk supply of electric power: That a reduction of 20 per cent, be made as from the Ist June 1936. As to the erection of a transmission line for the proposed supply from the Waimea Electric Power Board: That the Electrical Engineer be instructed to prepare the necessary plans and Specifications and to call for tenders on condition that no tender will be accepted until satisfactory arrangements for the bulk supply are concluded. The report was adopted.

WORKS COMMITTEE At a meeting of the Works Committee held on Tuesday, flth October, there were present' The Mayor, Councillors I-larley, McArthur and Pettit. The Committee reported and recommended: — As to the letter from the Nelson College Governors asking that improvements be made to the footpath alone the Girls’ College frontage in < nergiunwg ;tT,Trj

Trafalgar slreet.: That the Engineer be instructed to effect the necessary repairs.

As to the letter from Mr V. P. Batty and others asking that Montreal road be graded and gravelled: That a sum not exceeding £2O be spoilt in improving the road. As to the letter from Mr V. J. Lavves as to the piping of ditch in Kawai street: That the existing culvert he extended to the boundary, being the length of one pipe. That the Engineer be instructed to submit an estimate of the cost of renewing and extending the bridge over the Vanguard street ditch at the fool, of Alfred street, and alternatively the cost of piping or covering the ditcii with concrete slabs. The report was adopted.

GASWORKS The Gasworks returns for the month ending 30th Scotembor were as follows:—Coal carbonised, 330 tons; gas manufactured per ton of coal, 1 17.226 cubic feet; gas manufactured, j 5.684.900 cubic feet. Coal in hand, (308 tons 8 cwl. Coke produced during | month, 4,402 bags. Coke used in retort furnaces, 1120 bags; in steam boilers, 150 bags: in water gas plant, 410 bags; at Abattoir, 34 bags; sold to public, 2676 bags; drainage. 12 bags. Coke in hand, nil bags. Tar in sto-k, j 14.440 gallons. Tar produced, 2.970 gallons Supplied to Genera! Account. 1600 gallons: sold to public. 119:; gallons. Tar in hand. 15.6991 gallons. Value of residuals sold during the month, £350 10s lid. RETURNS FOR HALF YEAR

The Gasworks returns for the halt year ending 30th September, were as follows: Coal carbonised, 21431 tons; gas manufactured per ton of coal, 17.140 cubic feet: gas manufactured, 36,741.200 cubic feet.

Coal received during half year, 2756 tons 14 ewt; coal in hand 30th September 1936, 808 tons 8 cwt. Coke produced during half year, 27.843 bags: coke used in retort furnaces, 9640 bags; steam boilers, 1219 bags: water gas plant. 2003 bags, Abattoir, 202 bags; sold to public, 14,749 bags; drainage, 227 bags; other departments, 9 bags.

Tar in stock Ist April 1936, 20,6793 gallons; tar produced, 19.834 gallons. Supplied to Genera! Account, 24,240 gallons; sold to public, 503$ gallons; sold to Abattoir, 80 gallons. Tar in hand, 30th September, 1936, 15,690$ gallons. Value of residuals sold during half year. £2340 Is 3d. The report was adopted.

ELECTRICAL ENGINEER The Electrical Engineer (Mr E. Fleming) reported for the fortnight ending Bth October, a.s follows: City applications, 3168 (increase 4). City extensions, 5879 (49). Total, 9047 (53). Lighting load applied for, 1890 k.w. 1 4 k.vv.); heating, 5044 lew. (22 k.w.'; power, 2255 k.w. (1 kw.); total, 9189 k.w. (27 k.w.).

City, peak load day, 500 k.w.; night, 740 k.w.. Tahuna, Stoke and Wakatu, peak load day, 21 k.w.: night, 39 k.w. No. 4 boiler has been opened up for annual inspection by the Marine Department. The boiler is in good order. Minor repairs to the brick work in the arch of the furnace has been found necessary.

The boiler feed pump that was installed in 1929 is due for overhaul. It will be necessary to fit new liners and buckets to this pump. The sea circulating pipes have been cleared of marine growth. It has been found necessary to restrain a number of service mains along Weka and Milton streets. We require to replenish our stocks--2 miles 7/.044 Triple Braided Aerial Copper Cable—cost £27. The report was adopted.

CITY ENGINEER The City Engineer (Mr J. G. Littlejohn) reported for the fortnight ending Bth October as follows: Streets and Footways: The tarring of the footpaths in Parere and Vanguard streets is completed. Referring to the experimental surfacing with “Plant Mix” in Bridge street I would recommend that 450 tons of this material be obtained to complete Bridge street and to surface Hardy and Trafalgar streets in the business block. Cost 28s 6d a ton £641 ss.

Drainage: The transfer of premises from the old to the new system is proceeding steadily. An extension in Park Lane and Selwyn Place is being put in for this purpose. Several bad leakages in the sewers have been found and arrangements have been made to have them attended to. It is possible that the stoppage of these leaks will materially affect the position at the Vanguard street ejector. The “K” Factory is rearranging the drainage of their premises, which will also make a difference.

Reserves: The children’s playgrounds in Grove and Russell streets have been sown down. Grass cutting is going on at the grass areas on the Port road.

Water: The extension of the main in Montreal road is completed.

It was decided that the Engineer report on the reducing of the camber in Hardy street. The report was adopted.
