! RENEWAL OF ARTICLE XIX f ’ 1 ATTITUDE OF UNITED STATES .(United Press Association—By Electric Telegraph—Copyright) WASHINGTON, 7th October. The British proposal to the United States and Japan regarding renewal of Article XIX of the Washington Naval Treaty met with comment interpreted to signify that the United States is prepared to keep pace but will not initiate a naval race. Mr C. A. Swanson, Secretary of the Navy, said fortifications must be met with other fortifications and one menace With another menace.
