TO JUSTIFY JAPAN’S PROPOSALS AVOIDING NECESSITY TO LEAVE (Received 14th January, 11.30 a.m.) LONDON, i3th January. “The Times” Tokio correspondent says that Cabinet gave instructions to the naval delegation to direct Admiral Nagano to avoid forcing a formal decision which will necessitate leaving the conference, but to make a final effort to justify Japan’s proposals. The delegation is instructed also to explain more fully the Japanese ideas regarding the reduction of aggressive types, and to point out that Japan will not enter agreements perpetuating inequalities, but desires to continue negotiations on submarines and other subsidiary matters. AGAIN POSTPONED (Received 14th January, 12.55 p.m.) LONDON, 13th January. A meeting of the English and Japanese delegations this evening arranged at the request of the Japanese, Mr Eden presiding, resulted in a fresh development. It is understood that the Japanese again stressed their desire for the discussion on a common upper limit to be reopened at the next meeting of the conference. They explained that there were points on which they required further information from Tokio' and accordingly to-morrow’s meeting of the First‘Committee will again be postponed indefinitely.
