Emigration to German colonies simultaneously receives discreet encouragement. A considerable number of German manual labourers are steadily departing for East Africa. The “Telegraph’s” Paris correspondent hints at a concerted move by Italy, Germany and Japan, and says that Italy seeks ah entente with Germany which might be extended to Japan.
