The Foreign Office announces that the trade protection law, which empowers the Government to reduce or exempt duties, will become effective to-morrow/ Tho law is designed to enable Japan to adjust the trade situation, balance international payments, and safeguard commerce against the- growing world-wide tendency to ignore the fundamental principle of co-operative, reciprocal commerce, particularly the increasing barriers against Japanese exports. The Foreign Office adds that tlie Government does not intend anything likely to aggravate the present difficulties, ami on the contrary hopes that it will be unnecessary to invdke the law.
