PERMANENT ESTABLISHMENT QUESTION IN THE COMMONS (United Press Association—By Electric Telegraph—Copyright) (Received 13th April, 12.25 p.m.) LONDON, 12th April. In the House of Commons replying to Lieut.-Colonel A. H. Gault’s (C.) question whether he would consider the advisability of establishing a permanent Imperial secretariat to study the welfare c; t-h e Empire, Mr MacDonald recalled that the constitutional sub-com-mittee of the Imperial Conference last year had not recommended such a step and it would not serve a useful purpose to raise the question.
