The committee points out that restriction of imports had not achieved a rise in prices, and expresses the opinion that tariffs ai’e impracticable under existing agicements ami would not he effective owing to the large imports of Canadian live stock and Australian and New Zealand beef, which are duty free. The committee therefore considers a levy the best alternative.
