LEAGUE INQUIRY COMMISSION’S REPORT RECEIVED AT GENEVA (United Press Association—By Electric Telegraph—Copyright) (Received 3rd May, 11.35 a.m.) LONDON, 2nd May. The first report of the League Commission regarding the Manchurian problem was received at Geneva from Lord Lytlon, chairman, and will be submitted to the Council of the League of Nations on 9tli May. Probably a special plenary session of the Assembly will be called on about 18tli May to consider the question. NEW GOVERNMENT OPERATIONS AGAINST OPPONENTS (Received 3rd Mav, 11.35 a.m.) LONDON, 2nd -May. A report states that Japanese troops inside the South Manchurian railway zone number 6600 and outside there are 15,800. The Manchukuo army, formerly consisting of Chinese regulars, lias been reorganised under Japanese supervision. Many Japanese officers have been appointed and the army, now numbering 85,000, is operating against forces refusing to recognise the Manchukuo Government. Bandit raids are frequent and bandits are estimated at 50,000. A government sense of insecurity prevails. The Japanese therefore maintain that it is impossible to withdraw the troops.
