.Mr Legge expressed the conviction that the farm export debenture, proposed in the Senate Tariff Bill, could not be made operative. He said :'Tt might work for a little while, but foreign importing countries would undoubtedly put up insurmountable barriers, perhaps to the extent of an embargo against the American product on which the debenture was operative. They have already threatened such action against an anticipated attempt by the United States to dump wheat."
