Following tlie example of Britain, Germany lias notified her intention to hold tlie Bolshevik Government responsible for the activities of tlie executive of the Third International. Tt is understood Dr. Curtins informed tlie Russian Ambassador that tlie Government of tlie Reicli made no distinction between tlie utterances and actions of the Communist International and those of tlie Russian Government, and will hold tiie Soviet Government responsible for the utterances and actions of the Communist International.
