Damso Berenguer, setting out his programme, pays a tribute to General de Rivera, and adds: "The dictatorship indefinitely prolonged, would be useless. It is impossible to return to autocracy, and it is fundamentally necessary to re-establish liberty and lo hold elections, the dale of which cannot at preset be indicated. I am a constitutionalist and intend to return to the Constitution of W 76. We will re-establish the Foreign .Ministry suppressed by (icneral do llivora and extend its importance. Wo shall scrupulously respect all international agreements."
