Press despatches from Korea carry news of repetition of floods in the neighbourhood of Seoul owing in three days’ rains. Railway traflie was suspended at Sehul. The water supply is cut oil' and it is feared there have been many casualties. while damage lo property is extensive. Confirmatory information is not vet available. TOKIO. Julv IS.
A message from Seoul by a circuitous route partially describes the devastation in Hoods of Korean, the capital. whicYii is stated to he completely isolated and without light. it feared the casualty list will be heavy.

Communications with Seoul are apparently completely severed. It is impossible at present to ascertain the flood damage there. Such reports as have come concur in stilting that the floods are unprecedented, especially in the suburb of Eyuzan, where the river rose .'id feet, breaking the embankment. The place is without light, water and gits. Troops are assisting in rescue work which is rendered difficult owing to th. lerriiie rush of water.
