Fie urged that the Govern - niciit have power to complete a treaty as sotm as negotiations were finished, even if the House had not assembled. Mr Meigban said that apparently everyone in the Lnited States, Australia and elsewhere knew it was permitted to say what they liked about the treaty, but the Parliament of Canada was not allowed to know what- Mr T-tolib's attitude was towards the 75 per cent, clause. He urged Mr Robb to say what was bolding the treaty up. After Mr Robb's statement Mr Caldwell repudiated a suggestion that, members of the Canadian (Manufactures Association or the Progressives were opposing the Treaty. How could they when tliev did not know what was in it?
