NEW YORK, -March 5,

The Dutch schooner Zeeh'ond, with acargo of wines valued at 200,000 dollars seized fifteen miles, off the. shore in 1525, has been ordered to- be forfeited under the unprecedented ruling of the Federal Judge E. L. Garvin, authorizing. The Government- to confiscate a vessel landing on’ purposing to land liquor in the United States from any point on the high seas. The cleci.-ion is considered to be unique anti far reaching,-.‘in that it will uphold 'for the first time the Government- claim to the right to capture and confiscate alien rum smugglers outside the twelve miles, as well as inside the three miles limit.
