NAVAL STRENGTH

WASHINGTON, Nov. 30
The Slate Department authority stated that the American Government is proceeding with the same policy as the British Admiralty regarding the naval scrapping programme. The Treaties signed at the Washington Conference are not being put into fall effect until Franco and Italy either ratify or definitely decline to act. In the latter event, tlio Treaties may lie revised to include' only Britain, America, and Japan.
