UNITED STATES INVITED TO CONFERENCE “OBSERVERS’ ’TO BE SENT (By Electric Telegraph.—Copyright.) (Australian & N.Z. Cable Association.) WASHINGTON, Oct. 28. Sir Geddes handed the State Department an Allied invitation to the united States to attend the Near East Peace Cinfernice at Lausanne. It is understood the American Government, r< plying, decided to accept the invitation, but will send only o-b----servers to the conference. Thus the United States will not be represented officially, but its representatives will report proceedings to Washington. The declaration chat more than one observer will be sent by the United States indicates that besides an expert in international law representatives the army'and navy will also be sent. ' The reply says the United States will not be represented officially because the United Stales had not declared war on Turkey, and is not a party to the Treaty of Sevres. The observers will be sent, however, dno to American interests that will be affected by any decision regarding the Near East problems, which include the protection and freedom of tfie Dardanelles, and the protection of religious minorities.

Advices from Angora state that the Government has now issued an oi’der forbidding foreigners to leave without permission of the central authorities. This is interpreted as meaning that the Kemalists wish to retain them as hostages in the event of a resumption of war, or that they desire to force foreigners to pay heavy taxes arbitrarily imposed irrespective ,of existing international treaties.
