Mr Lewis Harcourt, Colonial Secrets ry_, has ordered the release of' Alan Ostler, who was arrested iot travelling in Somaliland without a permit. (Ostler i= a- correspondent of the "Daily Express," and crossed- Somaliland in defiance of official warning, ostensibly -to investigate ,the Mad Mullah's activities. He was fined £lB3, in default two mor.ths' imprisonment, and declared thit he would not pay the fine.)
