The ihemoramluTn contains no reitectioji .011 tin? industrial efficiency of Canada; but says that for the present it is obviously wiser to buy battleships where they can be built most cheaply. The "Daily \ews" , says the corres pondence removes the suspicion that Mr Churchill thrust his opinion on the Canadian Government, but expresses tli<i lack of wisdom in building battleships which are unnecessary. It emphasises that it (the, "Daily " N.'ws") disagrees with Mr. Churchill's statement concern ins the. difficulty of the Admiralty in assisting; Canada' with manning her own tlcet. The. "Chronicle" blames Mr Churchill for gra'.:- - iouslv entering into the lists between Mr. Borden and Sir Wilfrid Laurier. The alleged impracticability of constructing the fleet in Canada is almost entirely a matter of money, and Canada is not likely to acquiesce to the fleet being built elsewhere, as already it has accomplished remarkable engineering feats. The "Chronicle" hopes that Mr. Churchill's sound instincts, appreciative of self-governing Dominions' rights, will enable him to repair the mischief cansed by his present indiscretion. "The Times" justifies Mr Churchill's action. PREPARING FOR GENERAL ELECTION. OTTAWA, March 18. According to the "Torojito Star" Government circles are. preparing for a general election.
