Sir Joseph Ward- defended "the borrowing policy of the Government on the ground that the expenditure demanded by the -need for the development of the country, and the continual demand for more rapid construction of railways, could be satisfied only by borrowing. During the period that he had been Premier the expenditure in the North Island exceeded by £1,769,449 that in the South Island.
