Newspapers indicate, that a hitooh has occurred in the Moroccan negotiations. It is believed that France is unable to contemplate the cession of territory outting the French Congo in twain, with interruption of direct communication to the coast. If this difficulty can b« surmounted the negotiations will 'bo easily concluded. BERLIN, Thursday. The "Frankfurter Zeitung" states that France wishes to withdraw part of the compensation previously offered, and this is likely to 'wreck the negotiations and create a. new situation.
