THE RECIPROCITY AND TARIFF BILLS
FORCING PRESIDENT TAFT'S HANDS. (Received June 29, 9.30 a.m.) WASHINGTON, ».ed. The Senate defeated Mr. Penrose's motion that the proposed Canadian Reciprocity Bill vote be taken, on July 24th, the wool tariff vote en July 26th, the free list bill on July 28th. The reason why Mr. Penrose is defeated is believed to be the intention, of the Democrats to pass the Wool Tariff and Farmers' Free List Bills before the Canadian Reciprocity Bill, thus compelling President Taft to accept them or lose reciprocity.
The Reciprocity Bill was advanced a stage in a remarkable manner. While the Senate Executive were in session for 15 minutes, Mr. Sherman,. finding that no one was ready to speak, announced that the Bill would be reported from the committeee- of the whole ' to the Senate. The Bill actually passed this stage before members realised what was happening. There were then angry protests, as the committee stage -precluded the possibility of a, vote on the measure. Mr. Penrose finally agreed to the Bill returning to the committee stage.
