According to the Kharbin newspaper "Vestnik," the Russians are surprised at the rapid spread of the movement among the old-time Siberian pea gnt families, in favour of immigrating to Australia on a large scale. .Many encouraging letters have been received from precursors in Australia. The Czar has commuted the sentences of 14 of the men who some time ago escaped from Alexandrovsk prison. LONDON, Monday. The Council of the Ottoman debt protested against the Russo-Turkish protocol, on the ground that the term for the commutation of the Eastern Roumelian debt will inflict a debit representing an annual loss of £40,000.
