Whatever the fate or the merits of the Bill, the concensus of this rfiasterly policy has enhanced Mr Ruttciman's political reputation, and snatched the ' possibility, of success -from the brink of failure. The Bill makes the County .Council type* of school general, abolishes tests, and offers denominations the right: <of entry to all schools. Assistant teachers, are allowed to volunteer to give de» nominational teaching twice a week. The local authorities' permission can only be withheld if the services required affect the' general conduct and discipline of the school. Contracting, out, except in. single areas, is permitted, on the basis of relinquishing the rate, but receiving a largely-increased State grant. The High Commissioner cabled from London on the 21st of November :— The mutton market is depressed, and there is a dull sale of all qualities. The trade is very disappointing, there being only a very hand-to-mouth demand. The current quotations are : — Dutch mutton 4d, River Plate (which is in large supply) 3£d, North Island 3id. , The lamb market is very dull, and the demand, has considerably fallen off. The stocks of New Zealand on hand are light, and are firmly held in a few hands. Canterbury lamb is quoted at s±d; other than Canterbury, sd. ■ HANrW particularly ladles' bunds.
