"The Times' " Teheran correspondent states that the Shah's rescript the constitution is considered an open affront to Britain and Russia, and a bare-faced violation of his oath and promises. TEHERAN, Monday. The Shah 'a rescript was addressed to reactionary priests. The basis of the abolition of the constitution was on the ground that their new constitution was against Islamic laws. GERMAN AFFAIRS. BERLIN, Monday. The Kaiser, reading a printed speech handed him by Prince von Buelow, replied to- the Burgomaster's address at ■ the municipal centenary of Berlin. He I incidentally ..tactfully referred to the passing clouds, which must not be allowed to cast a separating shadow between the Kaiser and his people. REBELLION IN HAYTI. PORT AU PRINCE, Monday. G£neral Simon (ex-President) headed a rebellion in Southern Hayti. President Alexis has ordered a blockade. THE UNION COMPANY AND THE COMMONWEALTH. MELBOURNE, Monday. Mr Scott, Secretary of the Central Postal Department, does not understand the statement that an unsatisfactory relationship exists between the Commonwealth and the Union Coy. He says a number of tentative proposals were made, and the Government communicated with the Canadian Government concerning them, but it has not received any reply. INJURED BY THE TRAM. WELLINGTON, Monday. A tramway conductor, named William Levers, a married man, aged 28 years, was caught between two cars at the Newtown sheds this afternoon, and he had his. right leg so severely crushed that it had to be amputated at the thigh. During the proceedings of the Anglican Synod to-day, the Bishop of Waia- • pu intimated that it was his intention to forward his resignation to the Primate as soon as the other B shops returned from England, and he could consult with them. The Rev. Dr Williams had previously indicated that he would shortly resign on account of his age, so that a successor could be appointed more physically able to cope with the work of the Diocese. L A fire broke out on Saturday night in the ladies' waiting room at the railway station. It was clearly due to ■ incendiarism, a bundle of papers being , saturated with kerosene.
