Arrangements are complete . for the second ballot to ■ lie taken to-morrow. The ballot papers have been printed, and the ballot boxes have been de i spatched, those for the Sounds 'being sent yesterday by the Lady Barkly. The polling booths will ; be. as at the first ballot, and a list thereof is published to-day. - The polling hours are between 9 a.m. and 7 p.m.
