(Received Sept. 12, 8.30 a.m.) NEW YORK, Friday. ■ President Roosevelt 's anti-corpora-tion campaign has met with a sharp Teverse from the Federal Circuit Court in Pennsylvania declaring that tho commodities clause of the Hepburn Act is unconstitutional. The clause forbids railways to ship from ono .^. tato to another or abroad commodities whereof they are producers or manufacturers unless the commodity is essential to their legitimate functions as common carriers. The clause is especially aimed at railway companies' ownership of collieries. The railways affected own or control 90 per cent of the unmined anthracite coal in Pennsylvania. The AttorneyGeneral, Mr Charles J". Bonaparte, will appeal to tho United States Supreme Court.
