[United Phess Association.-Copx-bight.] THE CONSTITUTION ASSOCIATION. THE NAVY ESTIMATES. LONDON, Thursday. Lord Balfour of Burleigh, President of the British Constitutien Association, apeals to all political parties who wish to uphold individual liberty to join the Association in the work of combatting the political socialists. Mr C. W. Bellairs, M.P., speaking at, King's Lynn, said the naval estimates had been reduced by eight and a half million pounds in three years. Each decrease had been met by a German increase. He would support the Government as long as they adhered to the two-power standard, bat if they broke their promises he would fight them, since it was better that _ Lord Tweedmouth should be a fallen Minister than brain a fallen estate.
