GERMANY AND MOROCCO.
I i AN EXPLANATION. j BERLIN, Friday. • In the Reichstag, the Minister for Foreign Affairs declared that Messis Herren, Wolff, and Tschudi went to Morocco in the capacity of engineers, and not as organisers of the Moorish army as alleged by some French sources. Germany had given serious consideration to every proposal to be submitted to the Hague Convention, and would co-operato with good-will in its work. He added that disarmament was not on the detailed programme accompanying Russia's invitation to the Conference.
