LICENSING DIFFICULTY IN CLUTHA.

Trouble is brewing for Clutha over the licensing poll. The question (says the " North Otago Times ") will probably be raised whether it* does not start as a new district, or whether the addition to the electorate does not count as an increase of population. Again,' tha Act provides that a Licensing Committee, on a reduction vote bsing oarried, oan reduce from 5 to 2} per cent, There is one lioensed honso in Clutha, whioh has carried reduotion, and it will be interesting to know how 20 per oent of one house is to be taken away. The removal of a chimney and a lean-to might constitute the twentieth part of a house, but a twenty p.r cent reduotion ol one house is nob to be surmounted in this easy fashion.
