CANADA.
New York advices state that Queen Victoria's proclamation, creating the new dominion of Canada, is shortly expected in Ottawa. It is understood that Lord Monck will be sworn in as Viceroy or GovernorGeneral. The act will take effect in the first week of July. Lieutenant Governors Privy Councillors, and members of the Senate will then be appointed.
