A semi-official journal confirms the intelligence that the north German Parliment will be opened on the 24th February. A later telegram adds lhat the Conference of Represeutatives from Bavaria, Wurtemburg, Baden, and Hesse Darmstadt, which is shortly to assemble a-t Stutgardt, was convoked by the Bavarian Government, in an identical note addressed to the other Soutb German States, aud dated the 9th January. Berlin, February 1. In to-day's sitting of the Upper House the bill passed by the Lower House, for affording remuneration to the members of the North German Parliament, was rejected.
