MR. BLACKETT'S ADDRESS"- Continued. That this can still be done successfully, I trust that the future of Nelson will abundantly show; and for this result I have no fear, so long as we are permitted to manage our own -jffairs as free as possible from any depressing and paralysing restraints on the part of a central government. Until it can be made thoroughly apparent that a better system can be devised, one that will do provincial work more cheaply, mere promptly and more efficiently, we must hold by the right we now enjoy, that of doing our unm work with our own hands.
