WASHINGTON, Tue. (1 p.m.).—General MacArthur has formally declined an invitation to return home to give Congress a report on the Far Eastern situation. The Defence Secretary (Mr Louis Johnson) today released the text of »■ General MacArthur’s reply to the invitation of the combined Senate, Foreign Relations and Armed Services committees to the general for him to testify in Washington on the China policy in connection with the Administration’s $450,000,000 foreign arms programme.
