W.U. Talks On Unity In Europe Open

PARIS, Fri. (10.30 fitfe Western-Union powers’ Committee on European Unity, meeting for the first time, elected M. Herriot, of France president. M. Herriot, who is 74, remained seated, because of illness, when he received representatives attending the meeting at his official residence. The meeting was held in private. The delegates are expected to study two main proposals for European unity: -•*’■■■ (1) A British suggestion that a council of Ministers of the countries seeking federation be established and meet periodically to examine current questions;

(2) A French proposal,for the creation of a European Parliament, elected by the Parliaments of respective countries.

The British United Press correspondent says the., chief problem facing the delegates is to draw up a compromise between the two proposals.
