LONDON, Sun. (10 a.m.)—Stating that the European Recovery Programme would pi’obably be signed at Parliament on Tuesday, the Foreign Secretai'y (Mr Ernest Bevin), in a speech today, said the Governrment was determined not to add to British rations out of Marshall aid.

In the next four years Britain must try to make up for the devastation of the war, re-equip industries and regain that independence with which went her position in the world. British credit abroad would depend upon industries accepting historic British stazzdards of honour in tz-ade.

“We must ask our people to enable the Government to honour our con-tz-act,” he added.
