Russians introducing New Berlin Controls
LONDON, Thu. (Noon).—A Berlin spokesman revealed that the Russians told German authorities in Berlin thal new regulations controlling the pas' sage of railway freight from Berlin to the Western zones would be intro* duced at an unspecified date. The spokesman added that the British would seek clarification from the Russians tomorrow. The Russians said that until the new regulations were issued they would approve no further movement of goods from Berlin to the west.
