BERLIN, Wed. (1 p.m.)—Colonel Frank Howley, American commandant in Berlin, said the Communists in the Soviet sector, by kidnappings, unwarranted arrests and other terroristic acts, were making it practically impossible for three non-Communjst parties to operate there. Anti-Communist Socialists reported that IGCO persons had vanished in Berlin in recent months.
