The borough engineer ' (Mr I. A. j Cromie) reported that the .plans and j specifications complied with borough; requirements, but before approval was | given he suggested the department j should be asked to provide for the pip-1 ing of an open "drain. (Sft concrete j paths in the two access ways, and a j culvert under First Avenue. j The report was adopted. The department also forwarded plans for the water reticulation of the block. Commenting on a suggestion by the engineer that the department should lay certain water pipes, the council contributing half the cost, the depart-
ment did not feel it should bear any of the cost of laying water mains in dedicated roads upon which it did not own any property. It the council considered it was entitled to a contribution of half the cost of such mains, it should recover from the pi'ivate owners of sections fronting the roads. The borough engineer reported connections were necessary to obviate dead ends which had to be continually flushed, with consequent wastage of water and labour. A similar connection had been made in a private subdivision, half the cost being charged to the subdividers, and he recommended the department should be asked to contribute similarly. Cr H. W. James said it was worth the department meeting half the cost for fire protection alone. The report was adopted.
