TEHERAN, Mon.— The Persian Cabinet, after discussing the Soviet Note in which Russia warned Persia of the “grave consequences which may follow the rejection of the proposed 1 Soviet oil agreement,’’ made a reply refuting the five main points of the Note. Regarding the Soviet accusation of “blatant discrimination against the Soviet Union in view 05. the. still-exist-ing British oil concession in the south of Persia,” -the Persian Cabinet's reply insisted that the South Persian concession was granted when Persia was without a constitution, and there was, 'therefore, no possibility of consulting the Persian people. * * *
